NEW Interreg Europe – First Calls Open 22 June

At an info day in Brussels on 10 June the Interreg Europe secretariat confirmed that it is aiming to open its first call for project proposals on 22 June, with a deadline one month later on 31 July. The total budget for the programme is EUR 359 million to be split as follows:

  • EUR 322.4 m is for interregional cooperation projects (one-third to be allocated under the first call!);
  • EUR 15.3 m is being allocated to the policy learning platforms;
  • EUR 21.3 m goes to technical assistance for programme set-up, implementation, monitoring etc.

Financed by the European Regional Development Fund (ERDF), Interreg Europe is a continuation of Interreg IVC that, like its predecessor, aims to improve the implementation of regional development policies and programmes, in particular programmes for Investment for Growth and Jobs and European Territorial Cooperation (ETC) programmes.

Specific Objectives

It will achieve these goals by co-financing projects and thematic platforms that allow regional and local public authorities and other players of regional relevance across Europe to exchange practices and ideas on the way public policies work, and thereby find solutions to improve their strategies for their own citizens. Project proposals must address one of six specific objectives to “improve the implementation of regional development policies and programmes, in particular programmes for Investment for Growth and Jobs and European Territorial Cooperation programmes” as follows:

  • In the field of research and innovation infrastructure and capacities notably in the framework of Smart Specialisation Strategies;
  • That support the delivery of innovation by players in regional innovation chains in areas of “smart specialisation” and innovation opportunity;
  • Supporting SMEs in all stages of their life cycle to develop and achieve growth and engage in innovation;
  • Addressing the transition to a low-carbon economy notably in the framework of Smart Specialisation Strategies;
  • In the field of the protection and development of natural and cultural heritage; and,
  • Increasing resource-efficiency, green growth and eco-innovation and environmental performance management.

Tips from the Info Day

  1. The Interreg Europe Secretariat has clearly identified public administrations as its primary target audience. Therefore managing authorities and/or intermediate bodies responsible for Investment for Growth and Jobs programmes or European Territorial Cooperation programmes should be involved in the project consortia. If their participation as a consortium partner is not possible, the provision of a letter of support from the body responsible for the policy instrument the project addresses must be provided for the proposal to be considered eligible.
  2. Small is beautiful! Limit your consortium to a manageable size, involving additional players in your stakeholder group.
  3. Clearly focus your proposal on one specific objective. Even if it has spill-over effects on other programme objectives always remember to refer back to and focus on the one specific objective you set out to tackle – Rome after all wasn’t built in a day!
  4. Think SMART – Specific, Measurable, Attainable, Relevant, Time-bound.
